Unroll cellophane wrap and cut two 3 inch by 36 inch strips.
Lay one strip flat on your work surface. Above the cellophane, create a line of candies by laying one candy of your choice then another, rotating with colors and types of candies until they go completely across the length of the cellophane wrap. Now, make a second line above that one, matching the candies in both lines.
Measure and cut your curling ribbon into 8 to 10 inch lengths.
One at a time, lay a candy from the line in the middle of the cellophane. Fold the cellophane over the candy both from the bottom up and the top down. Twist and tie with two colors of the curling ribbons that have been cut. Continue this process until you are on the 2nd to last candy in the first row of cellophane.
Overlap the 2nd piece of cellophane so that your loose ends will not show, and continue to wrap and tie your candies, creating a 72 inch length of candies.
When you have completed both rows, join the ends together.
Cut 6 strips of decorative papers 1 inch by the width of the paper/ 10 -12 inches. It will take 1 ˝ strips of paper to make one rosette.
Score at ˝ inch intervals on your scoring board. Fold.
Overlap two ends and secure with double-sided tape. Shape into a rosette and cut off excess. This amount should be around ˝ of the length of one of the strips Secure in center with hot glue. Make two rosettes of one color and one of another.
Use a hole punch to cut circles from contrasting paper to which you will add a graduation sticker. If you don't have a hole punch, you may just cut it out of the paper with scissors.
Hot glue this to the top of your rosette.
Hot glue your rosette to one of the pieces of candy.
If you choose to add cash, fold by hand or on a scoring board and tie into the curling ribbons on the leis.
